<p>More states are forcing land owners with small farm operations with  cows, horses, goats, sheep, chickens,  and other livestock  to have a surface water runoff management plan.  Small and hobby farms — farms with minimal acreage and a few animals for recreation or for side income — are often owned by people who have little or no farming experience.
